It's been available for a few weeks, you can -> download <- the zip file and it should work (with some effort). There's a discussion thread here and also here

Installing C.O.R.E v.083 OS X Hearts of Iron v. 1.06.
Requirements:
>> maccorev08.zip - Hosted at infeline.org >> core083.zip - Hosted at hoi.coremod.org  >> Hearts of Iron 1.06 - Hosted at Virtual Programming
The Hearts of Iron 1.06 patch requires Stuffit from Aladdin Systems.
Installation Procedure
This howto is written for installation without the use of ModInstaller by AlanH. Kudos to AlanH for coding the app, making life easier for all of us.
And thanks to all those who makes CORE happen.
Step 1.
Create a folder called HoI on your Desktop
Download the required zip files and patch file to the temporary folder called HoI.
Unzip and unsit all files in the same temporary folder.
Drag & Drop the Hearts and Iron folder from your Hearts of Iron cd to your desktop.
Rename this folder to e.g. HoICore8
Step 2. Installing the v. 1.06 Patch
Drag the file called HOI 1.06 Data Patch and Hearts of Iron from your unsit`ed HOI 1.06 Update.sit folder to your new Hearts of Iron folder “HoiCore8”
Click the HOI 1.06 Data Patch executable and it will search for your Hearts of Iron folder. It will however not find your installation and you have to manually select one.

 
Direct it to your new Hearts of Iron folder “HoICore8” and select the HoI Data Files folder. The patch should now install.

Step 3. Installing CORE v. 08 and v. 083
After successfully applying the 1.06 patch, open Terminal via Utilities.
Here we have to do some simple *nix magic. If you are unfamiliar to unix shell, I suggest you try first and if you fail, then check out the ModInstaller by AlanH.
Your terminal window should look like this:

Provided you are located in your home folder, write the following:
cd Desktop/HoICore8/
press Enter

cd HoI
press Tab and it should auto complete with:
cd HoI\ Data\ Files/
Press Enter

Provided you have unzipped both maccore08.zip and core083.zip to the temporary folder called HoI on your Desktop and these created folders called v08 and v083 respectively.
Write the following in your Terminal window:
cp -R ../../HoI/v08/. .
Press Enter

Repeat the procedure, but this time with the v083 folder as source.
cp -R ../../HoI/v083/. .
Press Enter

Both v08 and v083 of C.O.R.E should now have installed smoothly onto your v. 1.06 of Hearts of Iron. You can doublecheck if the mod-CORE folder was copied, by selecting your way to the HoICore8 folder and then the HoI Data Files folder. You should now have a folder called mod-CORE under the HoI Data Files folder.
Step 4.
Copy (do not move as you need it both places) only the .EUG file of the CORE version installed, from the mod-CORE/Scenarios folder under HoI Data Files to the Scenarios folder directly under HoI Data Files. If you fail to do this right, you won`t be able to play the right scenario as it does not show up in the New Game select screen.
.EUG file for: v08 = CORE_v08_1936.eug v083 = CORE_v083_1936.eug
Again, you will need only the scenario file for the version installed.
Launch Hearts of Iron, select your Scenario folder and write:
mod-CORE
Press OK

 
Enjoy!
Tips:
If you experience slow performance with 1.06, try unchecking "Play background music". This worked for me and I could play the game with a fairly decent performance on my Powerbook G4 800mhz. Hopefully Paradox and Virtual Programming will find a remedy for this.
When you save games and quit, if you miss the save games the next time you start up a game, it is because HoI OSX can`t find save games in the mod-CORE/scenarios folder. Simply copy (do not move) your CORE save games from this folder to the savegame folder under /HoI Data Files/scenarios/save games
