"INTRODUCTION: 
Welcome To Commander - Europe At War. In this tutorial you control the Axis side. Germany (Axis) has just declared war on Poland. France & the UK (Allies) have in turn declared war on Germany. The bulk of your forces are positioned on the Polish border ready to teach them a lesson in Blitzkrieg.

INSTRUCTIONS: 
- Click on a unit to select it. Possible destination hexes and targets will be highlighted. Click on them to move or attack.
- Click on an empty hex to get more information about it.
- Right click to deselect units or hexes.

NAVIGATION:
1) Scroll around the map using cursor keys, or push your mouse to the edge of the screen. 
2) Cycle through friendly units by using <PAGE UP> and <PAGE_DOWN>.
3) Zoom in and Zoom out by using +/- keys or the mouse wheel.
4) Right click on the map to centre the view.

OBJECTIVES:
To win the war, you need to either conquer all Major enemy countries, or survive until the end of the war and then the winner will be the one who controls the most enemy Capitals. "

"Purchase:
- On the Purchase Screen you can recruit new units or commanders. 
- Click on a unit icon to get detailed information on that unit and click the Purchase button to start producing them. 
- If you have more than one Major country in active you can click the arrows by the flags to cycle through your countries."

"Research:
On the Research screen you can buy laboratories to increase your technological progress. You can also use focus points to concentrate research in specific areas."

"On the Statistics screen you'll find useful and interesting stats, such as the casualties to date on each side, victory conditions, industrial output and more. "

"Repairing:
- When in repair mode any units that have not yet moved and are available for repair are highlighted. Just click on the unit to repair it. The amount that can be repaired depends on the units supply, so out of supply units cannot repair.
- Naval units need to be in a friendly Port to be able to repair.
- Repairing cost production and manpower and the cost is shown in the ToolTip when you put the mouse over a unit. "

"Upgrading:
- As you discover new technologies you will be able to upgrade your old units, but at a cost. 
- Upgrading temporarily disrupts the unit so don’t do it in the heat of battle.
- In upgrade mode two numbers are shown over each unit, their current tech level and the level they can upgrade to. If an upgrade is available the number is red. "

"Force Pool Deployment
The force pool is where units that have been constructed wait. You can deploy units by clicking any highlighted hex on the map. You can only deploy around home land cities, except leaders who must deploy to an existing unit."

INDEX-7| 
"Declaration of War
On the declaration of war screen you may declare war on any nation that is not allied or friendly towards your side. Click on the flag of the nation you wish to declare war on and confirm the decision. Until you declare war you will not be able to enter that countries territory or attack its units. When you declare war that nation immediately joins your enemies side."

INDEX-8| 
"Units:
A unit has several icons to show strength, effectiveness, ready status, commander, supply.
- Strength is shown with a number (full strength 10).
- Effectiveness is shown by the colour of the strength numbers going white (high) to yellow, orange then red (low). The exact number is also displayed in the units detail panel. 
- The ready status is shown to the left with a flashing emblem. A ready unit has not moved yet this turn. 
- A photo of any commander attached to the unit is shown.
- The supply icon to the right of strength is shown if you are not at full supply. 

When a unit is selected it has a number of options.
- Move to a highlighted hex.
- Attack an enemy unit in its strike range.
- Redeploy strategically using a rail redeployment move.
- Load or unload from a transport ship. "

"Exploitation Moves:
When an enemy unit has retreated or been destroyed the attacking unit has the opportunity to make an exploitation move by following up in to the vacated hex"

INDEX-10| 
"- Newly purchased units are put in the production queue and will be automatically transferred to the force pool when finished. The Force Pool button (down right of the screen) will be green when units can be deployed. 

- Countries will pay both production points and manpower when purchasing new units. When manpower go below zero, recruiting is still possible but at increasing penalties."

"Commanders:
- Commanders are special units that are deployed to a unit acting as an attachment. 
- Commanders use their leadership to increase nearby friendly land units’ effectiveness. 
- Furthermore, some Commanders have combat bonuses (ground attack and ground defence) that only apply to the combat values of the unit they are attached to. "

INDEX-12| 
"Railroad Movement:
- Railroads can be used to make strategic redeployments. 
- Railroad movement greatly reduces the effectiveness of the unit.
- Railroad movement is free as long as the faction has spare railroad.
- There is maximum distance a unit may rail redeploy per turn."

"Naval Transports and Amphibious Invasions
- Any Land Unit adjacent to a friendly Port can be loaded into a transport.
- Transports can be moved like normal naval units.
- Unit may unload in to a coastal hex if they start their move adjacent to it."

INDEX-14| "Unit Attributes:
Ground Attack - Used when attacking ground units.
Ground Defence - Used when defending against ground units.
Shock – Ability of attacker to reduce defenders effectiveness before combat (artillery/manoeuvre etc).
Anti Tank Bonus – Combat bonus against armoured units.
Air Attack - Used when fighting air units (or carrier vs. air).
Naval Attack - Used when fighting surface ships. 
Sub Attack - Used when fighting Submarines.
Strategic Attack - Used when attacking a resource or city.

Movement - Movement points when in full supply.
Attack Range –How many hexes away this unit may strike.
Land Spotting - Max distance this unit can spot enemy land units
Sea Spotting - Max distance this unit can spot enemy naval units

Quality – Increases the rate effectiveness is regained and reduces the rate it is lost. 
Survivability – Reduces damage inflicted on the unit "

INDEX-15| 
"Combat:
- The combat panel in the middle at the bottom of the screen shows information about the upcoming battle
- It shows any combat modifiers due to crossing rivers, attacking into terrain or entrenched defensive positions.
- The resulting estimated combat odds are shown. The first number is the attacker and the second number is the defender. Obviously the higher the number the more likely you are to win it.
- Simply click the aimed hex if you wish to attack. "

INDEX-16| 
"Automated Air Combat: 
- Interception : When an air unit or carrier attacks it can be intercepted by an enemy fighter. This interception battle is fought before the attack is carried out.
 - Escort : If a bomber unit is intercepted by an enemy fighter, friendly fighter units will attempt to escort and protect the bomber..
 - Interceptions and Escort battles occur automatically and only if the fighters are within attack range of the initial target hex. A unit can only intercept or escort once per turn"

" Resources: 
-  Next to each resource or city is a number, which shows the production value of that resource.
 - Resources can be damaged by combat and automatically rebuild over time.
 - To attack a resource directly, either use a strategic bomber or target a resource which has no unit defending it. 
 - Strategic Bombers always attack resources even if the hex has a unit on it.
 - If a unit on a resource is attacked, the resource may receive splash damage."

"Convoys:
- Convoys transport vital resources to the UK and USSR from the USA< Canada and the Empire. They unload their resources at their destination ports. 
 - Convoys have no combat value and its strength number shows how much production it holds. 
 - Convoys can be damaged or sunk to prevent the production arriving. 
 - Subs are the referred weapon for targeting convoys. 
 - Subs are hidden until they attack and remain visible until they move.
 - The allies must protect their convoys to ensure the resources arrive. "

"Laboratories:
When you buy a laboratory it is in a specific research area and each turn afterwards you will see progress in that technology. 

Restrictions:
- You can only have at most half of your labs in one research area. 
- The greater the War effort % of a country, the more laboratories it may purchase"

Units that have no route to a supply source are out of supply (OOS) and marked with a red circle to the bottom right of the unit icon. 

- OOS units have low mobility 
- OOS units cannot repair

An artillery staff officer in his early career, he later transferred to the Luftwaffe. He conducted successful air campaigns in Poland, the West, and in the Mediterranean. His tenacious defence of the Italian peninsula was ended by an automobile accident in October, 1944.
Recovered, he replaced von Rundstedt in the west in March of 1945, but the situation was already hopeless."

An enthusiastic supporter of the Nazi regime, Model was a front line commander, inspiring his troops with his energy and daring. Trusted by Hitler as ideologically sound, he was constantly used as a trouble-shooter, able to gain approval for the retreats for which his predecessors were sacked.
Surrounded in the Ruhr, Model committed suicide rather than surrender."

Too detached to make a truly great commander, von Rundstedt did well enough early in the war, but doomed the Western Front through inaction and defeatism. Had he supported Rommel's plan to defeat the allied invasion on the beaches, Overlord might well have failed.
His time would have been better spent shoring up defenses, than reading detective novels."

Celebrated for his defensive tactics against the Soviet Red Army, he succeeded the useless Himmler in command of Army Group Vistula. Hitler intended him to hold Berlin at all costs. Heinrici intended to get as many soldiers and civilians to the west as he could. He was relieved by Keitel for failing to defend the city.
Heinrici surrendered to the British in 1945 and was released in 1948."

An effective commander, he was hampered by his character flaws. Opportunism and careerism led him to support a corrupt regime and look for scapegoats when things went wrong. Under suspicion after the Officer's Plot, he dared not order a retreat from the Falaise pocket.
Relieved and ordered to Germany after the debacle at Falaise, he committed suicide."

Less well known than many other German field marshals, List followed solid performances in Poland and France with a splendid campaign in Yugoslavia and Greece. Although capable on defense, Schoerner had less success attacking. Known more for his brutality than his talent, his methods in stemming the Soviet tide earned him as much hatred from his own men as from the enemy. 
Imprisoned by the Russians after the war, he was released in 1955 only to be convicted in Germany of executing one of his own men without trial."

Although he preferred the horse to the tank, von Kleist proved an able panzer commander in France, the Balkans, and Russia. Like von Manstein, he was relieved for his disputes with Hitler over strategy in 1943.
Convicted by the Yugoslavs and Russians for war crimes, von Kleist died in Russia in 1954."

Arrogant, humorless, and difficult, he was, however, a competent, if sometimes overcautious, commander. Forced to resign for his tentativeness during the 1942 summer offensive in Russia and never reemployed, von Bock nevertheless refused to join the Officer's Plot.
The only German field marshal to die from enemy action, he was killed when his car was strafed by a British fighter."

Recognized as an expert in defense prior to the war, von Leeb had little understanding of armor and its uses. Playing a secondary role before Barbarossa, he was assigned to command Army Group North and tasked with taking Leningrad. His dismal handling of armor, along with Hitler's strategic blunders, doomed him to failure."

Primarily a staff officer, Paulus had never held a command larger than a battalion when he assumed command of 6th army. Cautious and dithering, he was as much to blame for the debacle of Stalingrad as Hitler.
His promotion to field marshal was intended to prevent his surrender. Nevertheless, he surrendered the remnants of his command and later collaborated with the Russians."

He captured Warsaw during the Polish campaign, but earned Hitler's scorn when he protested, officially and in writing, the atrocities of the Einsatsgruppen. Although relieved in Poland, he continued to serve throughout war, surrendering in 1945.
Tried for war crimes in 1948, he committed suicide by jumping out a window before the end of the trial."

Commanding an infantry division in Poland and France, he later led a panzer division and panzer corps in Russia. Sent to North Africa in December, 1942, he assumed command of 5th Panzer Army under Rommel.
After Rommel's departure, von Arnim assumed command of Army Group Africa in March of 1943, just in time to surrender the following May."

Imprisoned after the war he was released in 1955."

His experience fighting Ethiopian and Libyan tribesmen did not serve him well against the British in North Africa. His failure to understand the necessity for mobile warfare in the desert more than outweighed his huge numerical superiority and led to the destruction of his army.
The only Marshal to remain loyal to Mussolini, Graziani was imprisoned after the war and released in 1950."

Replacing Graziani as commander of Axis forces in North Africa early in 1941, he was relieved within months for his inability to cooperate with Rommel. A year later he was placed in command of the newly formed Italian 8th Army in Russia, which he led until its destruction several months later at Stalingrad.
Ironically, Gariboldi was criticized after the war for being too subservient to the Germans."

Perhaps the most competent of Italy's generals, Messe led the Italian Expeditionary Forces in Russia with some distinction. Later, commanding Axis forces in North Africa, he skilfully defended against the Allied advance before having to surrender.
After the Italian capitulation, he was made Chief of Staff of the Royal Italian Army."

After serving in the Abyssinian and Spanish Civil Wars with little or no distinction, Bastico was appointed to command Axis forces in North Africa. Nominally Rommel's superior, he had no influence over the conduct of the campaign.
With the loss of Libya, he returned to Rome to await new orders which never came."

Appointed Chief of the Italian Supreme Command 1940, he was able to halt the Greek counteroffensive in 1941, but WWI era tactics and aversion to risk further demoralized his poorly trained and equipped forces.
Dismissed in 1943, a letter he wrote to Marshal Badoglio claiming anti-fascism was discovered by the Germans and he was forced to commit suicide."

Controversial during and after the war, he provided Churchill with his first enduring victory. Although viewed by some as slow and overcautious, Montgomery was a meticulous planner who used his superiority in men and materiel to good effect, refusing to waste the lives of his men.

Recognizing the inadequacy of British equipment in North Africa, he resisted Churchill's constant calls for offensive action. After the failure of Operation Crusader, Rommel attacked and was only halted when Auchinleck took personal command of 8th Army.
Lacking the political skills to retain his command, he was replaced by increasingly frustrated Churchill just as the tide had turned in North Africa."

He was promoted to field marshal and retired."

Undoubtedly the most intellectually gifted of British generals, he was fated to command in theatres at the low ebb of British fortunes. Successful against the Italians, he consistently underestimated the Germans. His mutual antipathy with Churchill, as much as his lack of success, assured his removal from the Mediterranean command.
Assuming command in India, he was no more successful against the Japanese."

Essentially a Staff officer, Ritchie was a compromise to command 8th Army. Although he had commanded nothing larger than a battalion, he was on the spot and knew the theatre. A disastrous choice, he was twice defeated by Rommel, eventually losing Tobruk and his command.
Ritchie went on to command a corps at Normandy and retired as a full General."

John Vereker, 6th Viscount Gort, would likely have made a good corps commander and perhaps a competent army commander, but politics vaulted him past more senior generals to be Chief of the Imperial General Staff and later, Commander in Chief of the BEF. He disobeyed a War Cabinet order when he declined to participate in the abortive French counteroffensive, likely saving the BEF from being destroyed."

Having defeated the Italians in Ethiopia, he was appointed to command 8th Army after the capture of Neame and O'Connor. Attacking while Rommel was occupied with Tobruk, his initial success was shattered by Rommel's counter attack. Unable to stem the tide and succumbing to the pressure, he was relieved by Auchinleck who finally managed to halt the attack."
